LINKED Group Strengthens Flood Response Through Water Search Rescue (WASAR) and Boat Handling and Operations Training

As the frequency and impact of natural disasters continue to challenge communities, preparedness remains one of the most critical investments an organization can make. Recognizing the need for highly trained emergency responders, LINKED Group conducted a two-day Water Search and Rescue (WASAR) and Boat Handling and Operations Training on July 25 and 26, 2026. Organized for the Emergency Response Team (ERT) Reserve in collaboration with the Candaba Municipal Disaster Risk Reduction and Management Office (MDRRMO) and the Philippine Red Cross, the program was designed to enhance participants’ capabilities in flood rescue and water emergency operations.

The comprehensive program combined theoretical instruction with practical field application to provide participants with a well-rounded learning experience. During the first day, participants attended classroom sessions covering outboard motor (OBM) mechanics, preventive maintenance, field troubleshooting, water safety protocols, crew responsibilities, and environmental hazard awareness. These lessons laid the foundation for safe and efficient water rescue operations while emphasizing the importance of preparation before deployment.

On the second day, the training moved to the Candaba River in Pampanga, where participants translated their knowledge into action through realistic rescue scenarios. Guided by experienced instructors and supported by Candaba MDRRMO personnel, they practiced synchronized crew communication, precise boat maneuvering, towing operations, victim extrication for both conscious and unconscious casualties, boat capsize recovery, and flood rescue simulations modeled after typhoon Ondoy. By the conclusion of the training, all 16 ERT Reserve members had successfully operated an outboard motor and served as either Team Leader or Coxswain, further strengthening their technical competence and operational confidence.
